A message about the 2015-2016 Bilingual Stipend:
After the Houston ISD Board of Trustees announced it had approved an increase to the annual Bilingual stipend this past summer due to the critical need for Bilingual teachers, many of you have shared your concerns and questions with us regarding the stipend qualifications and requirements. We want to assure you that we take every single inquiry very seriously; thus, we have tried to answer each of you individually as quickly as possible. Since many had similar questions, Multilingual Programs created a couple of documents for your reference. You can find the links at the end of this message. We will continue to update these documents as new inquiries arise.
As a reminder, and as mentioned in the compensation manual approved in June, bilingual-certified teachers must meet certain requirements in order to receive their $4,000 stipend to ensure they are equipped with necessary training specific to their role and content area.
These requirements (listed on pages 56-57 of the HISD 2015-2016 Compensation Manual) include:
- Complete 40 hours of professional development
- Work with campus administrators to determine which courses to complete
- Complete all professional development hours between July 1, 2015 and May 1, 2016
HISD professional development opportunities will be delivered face to face or online. Some additional offerings are being planned for after school and on Saturdays. In addition to training offered by Multilingual Programs, bilingual teachers may seek other external or internal professional development in the area of English Language Learner (ELL) instruction that can count toward the stipend requirement (Region IV, HCDE, etc.). However, keep in mind that all PD must be approved by your principal/assigned administrator. Additionally, you may also attend (again, with your principal approval) training offered by other departments in the district. You have until May 2016 to complete these trainings.
Very important: Teachers must present their training history (eTRAIN documentation, attendance certificates, etc.) to their principal, who will then approve the processing of the $4,000 bilingual stipend.
